Lots of guys have them and they are present from birth. They just become more noticeable during puberty when the hair follicles on your genitals become more mature. They are not harmful and do not require any treatment. Your girl friends won't even notice them. You do, because at your age you are conscious of every blemish on your body and particularly around your penis and scrotum. Relax and forget about them.
Given the fact the majority of all guys have them, not sure why you are so self conscious-- like saying you have hair on your genitals- well, so does every other guy dude. Normal, chill.
